Oliver McGowan Mandatory Training on Learning Disability and Autism
We are pleased to share a powerful new animation about The Oliver McGowan Mandatory Training on Learning Disability and Autism: watch animation.
Please share this with your key stakeholders.
The animation has been co-designed and co-produced with autistic people and people with a learning disability. It is aimed at helping staff and employers across health and social care to understand Oliver’s Training and why it is so vitally important.
The Oliver McGowan Mandatory Training on Learning Disability and Autism aims to provide the health and social care workforce with the right skills and knowledge to provide safe, compassionate and informed care to autistic people and people with a learning disability. This requirement is set out in the Health and Care Act 2022.
The Oliver McGowan Mandatory Training is the government’s preferred and recommended training for health and social care staff. It has been co-produced, co-evaluated and is co-delivered by people with a learning disability and autistic people who are paid for their time.
It was named after Oliver McGowan, whose death shone a light on the need for health and social care staff to have better training. 400,000 people have already completed part one of the training and the reaction has been overwhelmingly positive. “The most powerful elearning I’ve done in my 20-year career.”
Draft code of practice consultation launched
This week, the government has also launched a consultation on a new draft Oliver McGowan Code of Practice, which outlines how health and care providers who are registered with the Care Quality Commission (CQC) can meet the legislative requirement introduced by the Health and Care Act 2022 to ensure staff receive training on learning disability and autism, appropriate to their role.
The public consultation on the draft code of practice will run for 12 weeks. Following this, the government will consider all consultation responses to inform any final changes to the draft Code of Practice.

Take part in a study to tackle funding related issues across Adult Social Care
A study is being conducted on behalf of the NHS and local government councils across the Southwest to help us gain funding that tackle problems across the Adult Social Care (ASC) sector, we would be grateful for your views and opinions on what the focus should be. Please take a couple of minutes to answer this brief survey and tell us your thoughts. This is designed for all those that work in ASC; all care providers, charity workers, Council staff, NHS/ICS staff. Please feel free to pass this on to colleagues and providers.

The ‘Size and structure of the adult social care workforce in England’ report: July 2023
Skills for Care is pleased to be able to share with you headlines from our Size and structure of the adult social care workforce in England report.
You can find the full report on our web site
- The number of filled posts - roles with a person working in them - increased by around 1% (20,000) between April 2022 and March 2023. The previous year, the number of filled posts fell for the first time on record, by around 4% (60,000).
- At the same time, the vacancy rate decreased to 9.9%, or around 152,000 on any given day, compared with 10.6% (around 164,000) the previous year.
- Some employers are using international recruitment to help them address recruitment and retention challenges, with around 70,000 people recruited from abroad into direct care-providing roles after adult social care was added to the Shortage Occupation List in February 2022.
- The total number of filled posts in adult social care in 2022-3 was estimated at 1.635 million. These posts were filled by 1.52m people which is 5.2% of the total workforce in England, and more than the number of people working in the NHS, schools or food and drink manufacturing.
We are grateful to all the social care providers who update their data in the ASC-WDS online system. Without those contributions, the data we include in the report wouldn’t be possible.
This newest report comes ahead of Skills for Care’s more detailed ‘State of the adult social care workforce in England’ report which will be released in October. If you would like to know more about our data and whether we could provide you with more tailored reporting please contact analysis@skillsforcare.org.uk
