ASC Provider Briefing - 22 July 2022

Welcome to this week's briefing.

We hope you have made it through the heatwave safe and well. This week we have some information about the work we are doing around falls, information about crisis service contracts, a flyer for an online carers support group and a few reminders.

Falls

We are doing a lot of work around falls at the moment, both falls prevention and post-fall advice and support.

Equipment Offer

We are in the process of procuring a number of Mangar Eagle Lifting Cushions (photo below) for nursing and residential homes across the county. A member of the team is making contact with these settings.

Training

We are also developing some post-falls training. We want to make sure this is as realistic and relevant as possible, so if you could send the general ASC mailbox ASCCOVID19@somerset.gov.uk any case studies of falls in your setting so we can build the training around that.

Rapid Response

When a fall happens, you are advised to call 111 rather than 999 if there is no immediate threat to life. When this happens, ask for the rapid response team. They will be able to support you to do an assessment on the fallen person, and if needed send out a team who will be there within two hours. SWASFT are facing high levels of demand and there may be long delays in responses from ambulances to 999 calls.

COVID Reminder about UKHSA

UKHSA are the first point of contact for outbreaks, but there is no need to send updates, unless assistance is required. However, if you do choose to inform the Health Protection Team – please make sure it is stated that it is for information only and that the LA/IPC are managing.

Crisis Service Contracts

I am happy to advise that we are exploring providers to apply for our 2 Crisis service contracts. This is a great opportunity and has scope to be developed for future progress and growth.

Providers will need to be CQC registered and hold a base and / or offices in Somerset.

Providers have the opportunity to apply for one, or both of the Crisis Service contracts and details are below. Please contact me if you’d like to discuss the services in further detail I’d be happy to talk through – gtbray@somerset.gov.uk

Short-Term Crisis Residential Service
Background:

Current accommodation in use since 2019. Current provision is staffed according to need and demand, e.g. 1:1 / 2:1 staffing etc.

Objective:
  • To prevent unnecessary / inappropriate hospital admissions.
  • To support step down from mental health hospital to a community setting
  • To support crisis where a placement has completely broken down
  • To implement PBS plans and support
  • To undertake ongoing in-depth assessment of needs and effective PBS
  • Short-term stay – 6 weeks
Future service specification;
  • Service to be registered as a residential short breaks service with dedicated Registered Manager.
  • Service to be authorised and funded to ensure 2:1 staffing available at all times.
Community Crisis Outreach Service
Background:

Current service in situ since 2018.

County wide provision consisting of staff travelling to support people in their own homes, registered care services, supported living services to support with crisis prevention and placement breakdown.

Crisis support works closely with other care providers to offer support, guidance and the implementation of PBS plans, de-escalation plans and recovery strategies.

Objective:
  • To prevent placement / support provision breakdown
  • To prevent unnecessary / inappropriate hospital admissions
  • To stabilise current support arrangements and provide assistance to providers
  • To implement and develop PBS plans and support
  • To undertake ongoing assessment of needs and PBS
  • To promote consistent and structured PBS in a person’s current environment.
  • Potential for in-reach support to facilitate hospital discharge
Future Service specification
  • Service to be staffed for up to 2:1 staffing at all times
  • Staff to be utilised for wider market development regarding crisis management and support during low demand periods.

Reminder: Ukrainian Guests

We are looking at supporting any Ukrainian refugees who are looking for employment in health and social care provisions. A barrier to this is often related to the ability to speak English to the required level. We are seeking any social care providers who may have staff who are Ukrainian speakers and may be able and willing to host prospective employees. Please do let us know via ASCcovid19@somerset.gov.uk if you would be interested and able to support any potential employees.

Reminder: Care Homes Covid-19 Questionnaire

Somerset Integrated System (ICS) is interested in your experiences during the Covid-19 pandemic to identify if there are any lessons for future learning. The information provided will assist in understanding the care homes experience and identifying improvements required in outbreak management.

Somerset Carers and Spark Somerset are now running an Online Carers Support Group in addition to the range of in person carers support groups.

Skills for Care

Reminder:

Workforce Planning Workshops

Do you want to understand more about social care workforce planning? A good workforce plan will help your organisation be more successful and ensure you have the right people with the right skills at the right time to meet the needs and future opportunities for your business and the local population.

Skills for Care is working in partnership with Somerset County Council to deliver a free to attend learning and development opportunity for care provider employers across Somerset to engage them in workforce planning and workforce re-design.

This will consist of two face-to-face half days sessions that will describe what workforce planning is, national and local drivers, how to affect change and workforce transformation, as well as provide a number of practical resources.

This will be followed by a virtual follow-up session to share ideas, learning, any challenges and hear from others.

After attending the course, delegates will be able to:
  • Define what is workforce planning
  • Explain why it is important
  • Demonstrate how find relevant data and summarise using templates
  • Interpret data, local and national drivers to establish priorities to create a workforce plan
The workshops are targeted primarily at those with a responsibility for workforce transformation and re-design from any size of organisation, for example senior managers/owners, nominated individuals, registered managers, HR leads.
